Pretty self explanatory. When you're facing the sun on the horizon, a vehicle comming towards you can be really hard to see. This sign is at the entrance to the Dalton Highway. We were exiting at about 3:00 am on June 20th, 14 hours after leaving Phudhoe Bay.
